What counts as a character?

Every Unicode code point — letters, digits, punctuation, emoji and whitespace. Emoji that are combinations of code points (like flags) may count as multiple characters on some platforms.

Why do Twitter and SMS show different numbers?

X/Twitter weighs URLs as 23 characters regardless of length and treats some emoji as 2. SMS segments are 160 GSM-7 characters, or 70 if any Unicode char is present.

Does it count line breaks?
